Roman">,</FONT>几百所院校有国际贸易这个专业<FONT face="Times New Roman">,</FONT>但贸易公司却很难招到既熟悉对方国法律和市场规则<FONT face="Times New Roman">,</FONT>又熟悉<FONT face="Times New Roman">WTO</FONT>规则<FONT face="Times New Roman">,</FONT>并能用流利的外语进行谈判的贸易人才。<BR><BR>　　<FONT face="Times New Roman">2006</FONT>年初召开的全国科学技术大会提出了我国建设创新型国家的宏伟目标<FONT face="Times New Roman">,</FONT>建设创新型国家的关键是要有一批拔尖创新人才<FONT face="Times New Roman">,</FONT>而要有这样的人才<FONT face="Times New Roman">,</FONT>只能靠教育。教育<FONT face="Times New Roman">,</FONT>尤其是高等教育如何切实地提高质量<FONT face="Times New Roman">,</FONT>成为实现这一宏伟目标的关键。<BR><BR>　　科学管理无疑是高等教育切实提高质量<FONT face="Times New Roman">,</FONT>高等学校不断提升创新能力的保证。在近日举行的教育部<FONT face="Times New Roman">2007</FONT>年度工作会议上<FONT face="Times New Roman">,</FONT>教育部部长周济在谈到提高高等教育质量时指出<FONT face="Times New Roman">:</FONT>要继续相对稳定招生规模<FONT face="Times New Roman">,</FONT>认真做好<FONT face="Times New Roman">2007</FONT>年招生计划安排和管理工作<FONT face="Times New
