The “effective family planning activities” may refer to those of Kissinger’s agents (e.g. the notorious network of Jewish spies in Beijing, including Sidney Rittenberg - arrived Yenan in 1944 to Mao Zedong's confidence, Virginius Frank Coe - arrived in 1950 to advise Mao Zedong on national economic policy, and Solomon Adler - arrived sometime in the 1950s), as there was no indigenous expertise or indigenous lobby in China for depopulation. Notice the NSSM 200 authors are in direct contact with China’s top government officials who make these policies. Kissinger remarks, apparently well-apprised of past, current, and future population laws in China:
The Chinese, however, make remarkable claims about their success in reducing birth rates, and qualified observers are persuaded that they have had unusual success even though specific demographic information is lacking.

PRC - The demographic factors of the PRC are referred to on page 79 above. The Government of the PRC has made a major effort to feed its growing population.
Cultivated farm land, at 107 million hectares, has not increased significantly over the past 25 years, although farm output has substantially kept pace with population growth through improved yields secured by land improvement, irrigation extension, intensified cropping, and rapid expansion in the supply of fertilizers.
In 1973 the PRC adopted new, forceful population control measures. In the urban areas Peking claimed its birth control measures had secured a two-child family and a one percent annual population growth, and it proposes to extend this development throughout the rural areas by 1980.

In the LDCs, although 31 countries, including China, have national population growth control programs and 16 more include family planning in their national health services - at least in some degree - the commitment by the leadership in some of these countries is neither high nor wide. These programs will have only modest success until there is much stronger and wider acceptance of their real importance by leadership groups. Such acceptance and support will be essential to assure that the population information, education and service programs have vital moral backing, administrative capacity, technical skills and government financing.

Methodology of Depopulation
Kissinger plans to swathe the entire non-West with abortion clinics (where few or none had existed, as this is the early 1970s), with birth control pills and abortions for low cost.
State-Imposed Mandatory Programs
‘Mandatory’ means forced abortions, forced sterilizations, and per-couple child limits.
The conclusion of this view is that mandatory programs may be needed and that we should be considering these possibilities now.

Delay Marriage to Crush Birthrates
The following passages are self-explanatory. Kissinger doesn’t mind screwing up the enemy society:
For example, laws that raise the minimum marriage age, where politically feasible and at least partially enforceable, can over time have a modest effect on fertility at negligible cost.

Financial Incentives to Crush BirthratesTherefore, family planning supply (contraceptive technology and delivery systems) and demand (the motivation for reduced fertility) would not be viewed as mutually exclusive alternatives; they are complementary and may be mutually reinforcing. The selected point of focus mentioned earlier -- old age security pro-grams,… increased female education, increasing the legal age of marriage, financial incentives to "acceptors", personnel, -- are important.

Control Birth Spacing
Instead of the status quo of compact spacing, which is the theoretical ideal for purposes of child quality, Kissinger wants to change birth spacing. The document also mentions birth spacing on page 67 and page 81.
To help assure others of our intentions we should indicate our emphasis on the right of individuals and couples to determine freely and responsibly the number and spacing of their children

Decrease Birthrate with Pensions
Even more Machiavellianly, NSSM 200 advocates government transfer payments in old age to drop the national birthrate (page 11; 54; 69), explaining young married couples will stop the custom of having children to support them in old age.
Destroy the Family Unit
Kissinger aims to wreck the large, happy families of target countries. The following quote reveals his conscious awareness of the importance of the family unit:
Because the family is the basic unit of society, governments should assist families as far as possible through legislation and services.

The author understands a one-child policy would destroy the basic unit of society: the family. We remind the reader Kissinger serves as agent of the Rockefeller family, which today numbers over 150 adult members in concert oversight of the family’s global business holdings. We may state the same of the even more numerous Rothschilds, a famously tight-knit family business known for careful genealogical lists and strategic marriages with other leading Jewish banking and industrial families, which works in close cooperation with the Rockefeller family in the depopulation programs.
Balkanize the Country
Ethnic fragmentation weakens a country for civil war, Kissinger understands perfectly. Increasing the minority population makes it vulnerable to ethnic civil war and collapse:
Population factors with social cleavages. When adverse population factors of growth, movement, density, excess, or pressure coincide with racial, religious, color, linguistic, cultural, or other social cleavages, there will develop the most potentially explosive situations for internal disorder, perhaps with external effects.

Drop the birthrate by steering women into schools and careers
Most Machiavellianly, NSSM 200 advocates increased education and career opportunities of women (i.e., destruction of patriarchy) not to help women, but to reduce the national birthrate(!) (page 69, point 8). Other passages:
The woman who must stay home to take care of her children must forego the income she could earn outside the home. Research indicates that female wage employment outside the home is related to fertility reduction. Programs to increase the women's labour force participation must, however, take account of the overall demand for labour; this would be a particular problem in occupations where there is already widespread unemployment among males. But other occupations where women have a comparative advantage can be encouraged. Improving the legal and social status of women gives women a greater voice in decision-making about their lives, including family size, and can provide alternative opportunities to childbearing, thereby reducing the benefits of having children.

Note the guise of universal altruism concealing the genocidal agenda underneath. The same idea repeats elsewhere:
While these elements are present among rural populace, continued urbanization may reduce the need for sons in the longer term. The absence of educational and employment opportunities for young women intensifies these same motivations by encouraging early marriage and early and frequent maternity. This factor suggests the crucial importance of selective development policies as a means of accelerating the reduction of fertility.

Conclusion
Darwinists and criminologists alike first pose the question “cui bono”, or “Who benefits?” Here in the NSSM 200 we finally see the motive force behind the idiotic one-child policy (idiotic for China; for the enemy, a brilliant Machiavellian stratagem).
And the motive analysis does not benefit Chinese, but the foreign saboteur. The policy injures China in the fundamentals of dysgenics, depopulation, Balkanization, and family destruction. Each attack angle is designed with malice aforethought in the NSSM 200.
The OCP’s complexity alone should arouse immediate suspicion. In policy thoroughness and sophistication, the Darwinist social scientist immediately recognizes the handiwork of another social scientist, not the clueness CCP, which had up to 1979 demonstrated only total incompetence. And from nowhere appears the full suite of social enforcement mechanisms far beyond the capabilities of a theoretically-illiterate CCP official.
Nothing in communist theory demands depopulation. Mao’s China had originally encouraged large families to survive a Soviet nuclear strike, and Chinese culture prizes large families. Surveys show the a heavy majority of the masses have always opposed the one child policy.
And now we read in the NSSM 200 before us, a blueprint of the One Child Policy, as yet five years into the future, circulating in the bowels of the CIA and the Presidential Cabinet. All the destructive techniques of delayed marriage, birth spacing, economic disincentives, et alia, were thought up in Washington D.C. many years before a handful of duped CCP leaders imposed this policy by force. It is a sabotage policy.
