An interesting paper tells the story how the centural government used water and food to shape its image in Hong Kongers. From the 1950s to 2000s, Hong Kong's highly increasing urbanization and induatrialization process poses a large requirement for living resources, especially water and food. The Communist government manifested great generosity to offer help, when HK suffered from disastrous drought or water shortage. But the British government were always worried about China's intentions, and worked a lot to increase the independency of Hong Kong, as well as to keep the contract with Chinese government being purely business deals.
Anyhow, Deng finally realized reunification through the "One-Country-Two-Systems" innovation. And still, more than 80% of Hong Kong's freshwater comes from Guangzhou province.
