How many countries have this problem or set of measures used so far?
Why does it appear to be only a problem for China?
Is that another China's unique characteristic?
We need to consider why.
It is really difficult to understand the issue and practice.
That is the problem of attitude.
If everybody who live in China have a concept of efficiency like other countries,the way forward would not be so hard.But it's impossible.
