上文有个问题需要补充。

布坎南所说的转移支付是无条件的（unconditional），纯粹为了实现财政平等的目标，而不需要服从其它目的，比如这笔转移支付的款项是用于普及边远地区的义务教育等等。转移支付只是纯粹的资金往来，获得资金的地方政府可以自由决定资金所支持的公共服务项目。所以，如果采用布坎南所建议的差异性中央税收方式，就可以避免此类问题。

Buchanan的成名作品“一致的计算”（The Calculus of Consent： Logical Foundations of Constitutional Democracy，by James M. Buchanan, Gordon Tullock）。

作为一个坚持社会契约主义和工具个人主义的自由主义者，布坎南写《财产与自由》是要向不懂得经济学的普通读者说明产权与自由的关系。

该书的精华在于重新提出了“财产所有权是自由的保证”这个命题。明确说明了其对财产所有权的辩护不同于以往市场经济学家对私有制的辩护，后者的辩护是以“效率”为理由的，即“效率与公平之间的权衡；而布坎南的辩护则上升到以“自由”为理由。
