insist (要求), suggest (提议)，e.g. (1) I suggest that everyone go to school .     (2) He insisted that he wasn’t old and should       be sent to the front.     (3) His pale face suggested that he was ill, so the teacher suggested that he go home.     (4) It is suggested that he go there at once.
e.g. It is important that everyone should have the privacy.
e.g. It was high time that they should start / started.
