当在国内的收益-成本小于国外的收益-成本的时候，就该走出国外了吧

个人感觉首先应该考虑自然资源禀赋的问题，也就是那些国家有象我国一样丰富的蚕桑资源，蚕桑价格，廉价女工。这种依靠资源禀赋建立的产业离开资源产地也就失去竞争优势了。还有就算可以把中国的蚕茧作为原材料出口到其他国家，我们还必须得考虑进出口关税，运输费用，以及一般的其他交易费用。

结论：失去竞争优势，该产业搬移出去很难存活

It depends on which stage the Chinese textile industry is in. China can invest in the ASEAN countries regarding the low value-added textile manufacturing. But, China has to import advanced textile machinery from South Korea and Japan etc, which somewhat hinders the development of textile industry in China. As the textile and clothing industry develops, we have to shift our strategy from manufacturing to fashion design etc.
