马里兰大学城市规划系终身教授
马里兰大学城市理性增长国家研究中心研究员
马里兰大学中国城市发展与土地政策研究中心主任 1996年获美国伊利诺伊大学城市规划系区域规划哲学博士,先后在美国克里夫兰州立大学、德克萨斯州A&M大学、马里兰大学任教。研究领域包括城市经济学、城市政策、土地政策、城市规划、城市管理、政策和规划分析、城市交通等。世界银行顾问、中国开发银行特聘外国专家,2006年当选为国际房地产税收协会理事,并受聘于许多高校(特聘教授、客座教授、讲座教授等)。
在国际一流杂志上发表十几篇论文。已出版专著有:《城市经济与城市政策》、《城市空间规划:理论、方法和实践》、《城市增长、问题与挑战---国际经验与视角》。合著的著作有:《城市规划与空间结构---城市可持续发展战略》、《Urban Management and Land Policy:Planning in the Context of Market Forces》(英文)等中英文著作;合编《Emerging Land and Housing Markets in China 》(英文)、《Important Issues in the Era of Rapid Urbanization in China》(英文),《Smart Growth for China》等中英文著作。
在城市政策、城市经济和城市规划、土地科学、房地产税等方面有着独特的见解,发表的文章广泛地被引用。《国外城市规划》2005年出版了专辑(收集了5篇文章,这是华人学者的首次)。 2006年3月被世界上最著名的《经济学人》杂志采访,专门论述中国土地制度的改革与发展。许多研究成果同时也受到中国高层决策者的重视。人民日报、21世纪经济报道等都有专版或转载研究成果和观点。新华文摘转载研究论文。多篇论文以研究报告的形式发表在权威机构的内部刊物(如财政部和国家发展改革委员会)。
自2001年起全面负责美国林肯土地政策研究院中国部和马里兰大学中国土地政策与城市发展部的创立(中国部成立于2003年,为发起人和创始人),并领导和全权负责2001-2007中国部的项目(培训、研究、国际会议、学术交流、出版、奖学金等)。
主持过多项重大研究项目(项目总负责人),其中最为突出为:1)市场经济体系下的城市规划----北京城市总体规划修编技术支持项目; 2)快速发展地区耕地保护与城市发展之间的协调发展;3)中国房地产税改革和发展;4)城市可持续交通发展;5)中国规划体系评估;6)“三规”整合(经济规划、城市规划、土地规划)-浙江武义案例研究;7)昆山城市空间发展空间战略研究等。
多次主办国际研讨会和专题研讨会,并多次在国际会议上作主题或特邀发言。
