The health insurance in China is not just the health insurance issue but rather the national policy matter. It is not just the health insurance that matters to us to have a second thought but overall, the policy making and the implementation of those policy matters:
1> Health insurance can be relatively implement if the cost can be covered by the income to the National treasure department. Tax is one way to secure the policy can be well implement. This leads to the questions of tax income. Under the current so called “tax audit” rules in China, I don’t know whether there is any audit, but rather one person’s decision over the tax rules. China might have a million pages of book in relate to the tax revenue collections and determinations, but the local government is the one who will implement the policy and not monitoring by the central government. Because the central government persons are busy on traveling for visiting other countries for public relation.
2> Even if the tax can be collected, the usage of these revenues is one issue that should be considered. Rather than spending on the economic development on creating job opportunities, increasing the leaving standards of people in China, local government had been implied the fund to increase some individual’s personal living standard as Mr. Deng Xiao Ping said: let partial be rich then the whole nation. Which now I believe it should be interpreted as: let partial survived, leave major died!
3> Over the above two, corruption had been the major issue in China. With such level of corruption, it is hard for the policy to implement well even there is a good policy in place. To develop up a standardized regulation implementation procedures needs heavy monitoring from the central government (assuming people work in the central government are all clean) and fully cooperation from the local government (which deemed impossible). As a result, we can only talk and hope for the best. Solving the problem on the surface to fool the public isn’t going to help rather changing it from the source will lead to the perfect outcome.
