There are two points here. The first one is that one should not be too emotional and should understand what statistics mean.
The other one is about whether the Chinese ones, or some internationally conventional ones, reflect reality, or "scientific" or not.
What was said by the official is not wrong technically, although there could still be problems with Chinese the CPI current and past official statistic.
Ideally, CPI should include the real consumption part of implied rent included in the house investment even if it is owner occupied.
The weight given to such real consumption part should also be appropriate to reflect the reality.
