财政刺激政策的难题

【内容提要】在国际金融危机的影响下，许多国家采取加大财政支出的政策促进经济复苏。但是，这些财政刺激政策在现实中却遇到了一些难题：居民边际消费倾向的偏低、大国内的地区差异，以及财政年度平衡制度的弊端等。由于这些难题的存在，单纯依靠增加财政支出规模促进经济复苏的刺激政策的实施效果充满了不确定性。

【英文摘要】In face of the international financial crisis, countries have adopted fiscal stimulus policies to promote economic recovery. However, the implementation of these policies has encountered a number of challenges: the decline in the Marginal Propensity of Consume, the significant differences in the domestic regions as well as the cyclical nature of fiscal balance. Because of these difficulties, fiscal stimulus policies need to be supported by a simple increase in the scale shifts to structural adjustment.
