讲座内容简介：
Conventional wisdoms contend that taxation enhances state capacity because it finances public spending and strengthens bureaucratic infrastructure. We propose another critical mechanism—coopting local elites to assist the state in policy implementation through the delegation of tax collection. We contend that the delegation resolves the credible commitment problem in the strategic interaction between government and local elites and incentivize local elites through fiscal autonomy. We evaluate our argument by using tax abolition as the treatment for the removal of delegation of tax collection. Based on a village-level panel dataset on rural taxation reform of China, we first demonstrate that the removal of delegation led to tax noncompliance and rising social dispute. We then evaluate a host of potential mechanisms, showing that the retrenchment of state capacity is not due to declining public spending and weakening bureaucratic capacity, but the disincentives of village elites to carry out state preferred policies.

吕晓波，Professor Lü’s research centers on distributive politics of fiscal policies, with a focus on China. He is particularly interested in the politics of taxation and its implications on state-building and party building. Professor Lü’s publications have appeared in the American Political Science Review, American Journal of Political Science, Comparative Political Studies, Quarterly Journal of Political Science, among other academic journals. He received his Ph.D. degree in Political Science from Yale University in 2011.

侯麟科，山东大学经济研究院副教授、博士生导师，世界银行咨询专家和芝加哥大学访问学者。研究涉及基层治理、公共经济学、发展经济学和公司金融等应用微观经济领域。已主持和参与多项国际和国家级课题研究，包括主持加拿大国际发展研究中心（IDRC）课题一项，参与国家自然科学基金重大项目一项、面上项目三项。已发表论文40余篇，其中在Governance等 SCI/SSCI顶级期刊发表论文近20篇，在《管理世界》等中文权威期刊发表论文20余篇。

朱江南，现为香港大学政治与公共行政学系副教授（终身教授），博士生导师，社科学院当代中国研究项目主任。她于美国西北大学取得政治学博士及社会科学数理模型硕士，北京大学取得国际关系和经济学双学士，曾任教于内华达州立大学。她的研究兴趣集中于比较政治经济领域，特别是腐败与廉政建设相关议题。她的文章发表于Comparative Political Studies, Public Administration Review, Governance, Journal of International Press/Politics, Journal of Contemporary China, Communist and Post-Communist Studies，Modern China,《经济社会体制比较》等期刊及书中，并获得香港大学杰出研究成果奖。

马啸，北京大学政府管理学院助理教授，博士生导师，华盛顿大学政治学博士。研究领域为比较政治制度、发展政治学和中国政治。现有研究从制度主义视角出发，对精英间的权力分享、产权保护、地方治理和公共品提供等问题进行探究，目前正在从事一本关于制度如何规范精英行为、促进可信权力分享，并影响政府间资源的分配的专著写作。研究先后发表在Journal of East Asian Studies, Security Studies, China Review, Political Communication, Journal of Contemporary China, China Quarterly,《北大政治学评论》《公共管理评论》等国内外期刊。主持国家自然科学基金青年科学基金项目、教育部人文社会科学重点研究基地重大项目子课题、中央社会主义学院统一战线高端智库专项课题等研究项目。获北京大学教学优秀奖、北京大学黄廷方/信和青年杰出学者等奖励。

刘明兴，北京大学中国教育财政科学研究所常务副所长、教授。2001年获得北京大学经济学博士学位，2001年至2003年在美国国民经济研究局从事经济学博士后研究。研究方向：发展经济学、公共财政理论。自2003年至今，发表中英文学术论文百余篇，包括American Political Science Review，Journal of Politics，Comparative Political Studies，Comparative Politics，Political Behavior，Urban Studies，Mobilization，China Quarterly，《中国社会科学》《经济研究》《社会学研究》《政治学研究》《管理世界》《经济学季刊》《中共党史研究》等等。此外，出版中英文学术著作多部，包括Revolutionary Legacy, Power Structure, and Grassroots Capitalism under the Red Flag in China (Cambridge University Press)。
