国内的编辑vs国外的编辑
   投了两篇国内的英文杂志，感觉很慢，大概一年左右回复，附件加上了审稿人的意见，我看了审稿人的意见并没有明确的说拒绝，只是给出了相应的修改意见，里面有这样一句话“The paper has a potential for being published”，只可惜编辑的回复是：
Dear ***,

Thank you for submitting your paper  

***

to our journal. Due to the large number of papers of high quality submitted to our journal,
I am sorry to inform you that we decided not to consider your paper
for publication in our journal.

I wish you good luck in finding other journal for publication of your paper.

For your reference, we have attached an excerpt of the report of one of the referees.

真是郁闷之极！
我想如果投到国外的杂志，国外的编辑不会这么无情的践踏别人的稿子吧！至少也应该给个修改的机会啊。是否国内的杂志发表与否取决于编辑而非审稿人，那么国内的杂志又要审稿人干什么呢？是否每个杂志的编辑都具有生杀大权？？？
真是杯具啊！
决定修改后投国外期刊了！对国内期刊有些失望！！！！！！！！！！
