最近人类发展指数排名公布了，我们伟大的祖国101名，很多人对此进行了评论。有的网友指出，这是西方人制定的标准，不适合中国。我想说三点：首先人类发展指数的很多指标是由一个巴基斯坦经济学家和一个印度经济学家制定的，他们应该算是东方人吧。第二点，减少贫困，争取人类发展基本权利（基本自由），这是一个普世价值观问题，在一个没有普世价值观的国度，怎样实现崛起，即便经济崛起了，怎样得到别人的认同？第三、爱国是个好东西，民族主义有时候也是好东西，但是，如果让这些蒙蔽了理性，那对民族的发展可能有更大的抑制作用。今天，自己一个字一个字把美国的图书馆权利法案敲出来，给人分享，记住，这是普世价值观。深夜拼的，可能有拼错的地方，不要介意。
The American Library Association affirms that all libraries are forums for information and ideas ,and that the following basic polices should guide their services.
1.Books and other library resources should be provided for the  interest,information ,and enlightenment of all people of the community the library serves.Materials should not be excluded because of the origin,background ,or views of those contributing to their creation .
2.Libraries should provide materials and information presenting all points of view historical on current and historical issues ,Materials should not be proscribed or removed because of partisan or doctrinal disapproval.
3.Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment .
4.Libraries should corperate with all persons and groups concerned with resisting abridgment of free expression and free access to ideas.
5.A person‘s right to use a library should not be denied or abridged because of origin ,age ,background ,or views.
6.Librariby which make exhibit spaces and meeting rooms available to the public they serve shouhld make such facilities available on an  equitable basis,regradless of the beliefs or affiliations of individuals or groups requesting their use.
