Just think about it in money market terms, there is demand for and supply of money (including loans).
Is there a real market? is the market working in terms of price (interest rates) and the equilibrium of demand and supply? Can anyone want to get money (loans) at the price get it, assuming no risks or no differences in risk between different demand? Is the price working?

Well, I am at work during work hours and English is our working environment.

There is no Chinese software to use, so I have to use English if I have to respond to anything at work.
