I think the best strategy for the world as a whole is maximum participation, a global carbon tax and distributing the global tax revenue on an equal per capita basis to every country. The key of the strategy is an equal right to the global atmosphere by everyone, no matter which country he/she is from and poor or rich. This strategy will achieve three goals: efficiency, effectiveness and fairness.
