浅析反垄断法适用除外制度
　　内容提要：反垄断法适用除外制度是反垄断法不可或缺的重要组成部分。适用除外制度的实施对保证国民经济的健康发展具有重要意义。本文试从司法和执法面对的新环境和新发展，从理论基础出发，结合国外反垄断法来说明反垄断适用除外制度的特殊作用。并结合本国国情对反垄断法适用除外制度的几个相关问题进行浅析。
