小弟正在做一篇关于拉美的论文，需要用到欧美在拉美的直接投资数据统计，在关于直接投资是当年流量还是在某一时点存量的问题上十分纠结不清，例如我查到的美国商务部数据（如下图）：拿2002年来说，这一年的美国对拉美对外直接投资289413指的是仅2002年一年美国对拉美直接投资量还是在2002年统计时点上美国已经对拉美的投资存量？
恳请各位大侠指点，小弟感激不尽！
