Re-direct the output to an HTML document. Print the matrix B, the row vector
COL_TOT_B, and the column vector ROW_TOT_B to the HTML document.
The HTML document should also contain a descriptive title at the top of the
document and descriptive labels (rather than the defaults) centered above each
matrix and vector
