1. you may want to do a pre-post kind of evaluation study looking at costs or access, since
different systematic interventions in terms of health care management
reform have been conducted in urban or rural regions. use the pool data
and account for the heterogenous properties in different regions.<br>

2. you could also justify your hypothesis by examining the changes in
the elasticity of demand of certain health care services for people in
urban or rural areas in a pre-post fashion, again, taking heterogeneity
into account.<br>

if survey or questionnaire is something you'd like to go for, please
keep in mind using a validated instrument, which is critical in every
survey study. you can use an existing instrument but please do not
"invent the wheels". otherwise, you'd end up with the measurement you
got is not what you wanted.<br>

one other tip, 可行性 or 重要性 or 必要性 sounds very fuzzy.
i take them only as the policy implications of your study, which may
only present in the very last paragraph of your article. you are free
to make comments or suggestions on policy but you probably want to do
so only upon what you've found in your study. you certainly don't want to emphasize on those fuzzy terms because they cannot be justified.<br>

the best way to develope your dissertation is probably thru massive
readings. NEMJ or HSR is probably the best place to start with.
