个人简历:

1984年获南京农业大学学士学位，1990年获菲律宾大学经济学博士学位，1990－1992 年在国际水稻研究所做博士后，1993年晋升为中国水稻研究所研究员，同年去斯坦福大学做合作研究，1994－1995年在国际食物政策研究所任研究员。1995年回国在中国农科院创建农业政策研究中心（CCAP），1995－2000年9月，任中国农科院农业政策研究中心主任。2000年10月至今为中国科学院农业政策研究中心主任、中国科学院地理科学与资源研究所研究员。

科研业绩：

在消费行为方面，他论证了城市发展和市场发育与食品消费结构演变间的关系；探讨了脊回归法在需求研究领域的应用原则。

在农业科技发展上，他对农业科技投资经济和政策做了深入的研究，同时在生物技术政策和转基因作物经济影响等方面做作了大量研究，结果发表在《Science》、《Nature》等著名的国际学术刊物。

在供给及转型经济领域，论证技术降低价格保护的理论假设；解释了渐进性改革是转型经济的首选模式。他建立了中国农业政策分析和预测决策支持系统，利用该系统对中国粮食发展、农业科技政策、WTO等问题的分析结果，在国内外引起很大的反响。

过去十年，他主持过20多个国家和部级重点课题，50多个国际合作研究项目。其中包括国家杰出青年基金项目，国家自然科学基金重点课题，国家自然科学优秀创新群体项目，中国科学院知识创新工程重要方向项目等。到2004年，出版专著9部，在有影响的国际权威性的学术刊物上发表了60多篇论文，其中被SCI/SSCI收录50多篇，在国内学术刊物发表了110多篇论文，100多次应邀参加国际学术会议。
