if you would like to pursue the study in canada, specially for act science
i recommend you to look at university of waterloo.
for our school, it is just more famous, but act science is just above average in terms of the competition in job markets.
if you hold any title from SOA/CAS, you are ok to go anywhere.
It's quite hard to find job in HK. Given that the position is limited and most of them require work experience.
Regard to cantonese environment. Not Really. There are many chinese insurance company. e.g. CHINA BOCOM, BOC, China Oversea Insurance. These companys have strong chinese culture with compare to cantonese culture
