Experiment
A city with an area of around 1,950 sq km,
Shenzhen is one of the most dynamic cities
in China. In the late 1970s, China became
increasingly aware of the importance of opening
up itself to the global economy. The Central
Government subsequently announced the
destination of several cities as the role models
for the country’s open-door policy. These cities
were termed as special economic zones (SEZs)
and Shenzhen, being one of them, had its SEZ
established in 1980. The Shenzhen SEZ covers
four of the city’s six districts, namely Luohu,
Futian, Nanshan and Yantian.
China’s first economic experiment—raising
the status of Shenzhen to an SEZ—allowed it
to attract substantial foreign direct investment
mainly from Hong Kong during the 1980s.
The initial wave of investment concentrated on
labour-intensive manufacturing industries as
investors tapped on Shenzhen’s cheap labour

and land costs. This remained the investment
mode through the decade before the city shifted
to more capital and intellectual-intensive
industries in the mid-1990s. In tandem with the
country’s economic progress, the city’s usual
resident population also rose from 0.3 million in
1979 to 8.5 million in 2006.
