1、Calculating Intraurban Agglomeration
of Economic Units with Planar and
Network K-Functions: A Comparative
Analysis
Abstract: According to recent research, one of the most promising strategies for intraurban job
growth lies promoting localized clusters that produce goods and services which are primarily sold
within a single city, metropolitan area, or urban region. However, in order to design urban policies
to create or reinforce local clusters, the first challenge is to measure in a reliable way the clustering
tendencies of different kinds of economic units in intraurban space. The aim is to compare
the similarities and differences in results obtained from two methods designed to measure global
clustering tendencies (the planar and network K-functions) in terms of characterization, scale,
and intensity of intraurban localization patterns for tertiary economic units in a Latin American
metropolis. It is concluded that the network K-function is a more appropriate method for measuring
agglomeration patterns, scale, and intensity at the intra-urban level. [Key words: location,

2  State Transformation, Policy Learning,
and Exclusive Displacement in the
Process of Urban Redevelopment in
Taiwan
Abstract: This paper explores the dynamics behind the changing regimes of urban renewal and
its social impacts in Taiwan. Before the 1980s, the state was willing to solely shoulder the job of
urban renewal with a wholly supportive financial budget and land appropriation law, while in the
1990s it became financially overburdened due to its renewal policy. Around the year 2000, the
state turned towards promoting urban regeneration as a key business model. Through this
historical exposition, the Taiwanese story of state transformation in urban renewal policy brings
two issues to the fore. The first issue is the learning process concerning the policy of publicprivate
partnership (PPP) initiatives. Trans-border policy mobility connects and constitutes cities,
such as Taipei, with other places, such as London, through visits and seminars attended by policy
makers and experts. However, policy transferred from abroad is “localized” in the learning
process and used to prioritize the regeneration of public lands in the urban area. The PPP
model is transformed in the face of domestic political struggles. The second issue is the social
exclusion as a result of property-led regeneration. Rather than playing the role of an impartial
institutional moderator, the state privileged landowners and developers and sacrificed the rights of
tenants to stay put. By doing so, the state secures political support from landowner-cum-citizens
and initiates a political culture of property in which local citizenship is predicated on ownership.

3、  "The Same But Not the Same": The
Discursive Constitution of Large
Housing Estates in Germany, France,
and Poland

Abstract: Since the 1960s, large housing estates have shaped the geography of suburbia in
many Western and Eastern European cities. This paper examines the constitution of the social and
spatial meanings of large housing estates within three different national contexts: in Germany,
Poland, and France. Employing discourse theory and an empirical analysis of the coverage of
major national newspapers, we identify cross-national and specific national patterns of discourses
that (re)produce particular social spaces and distinct social orders. Quantitative discourse analysis
reveals differences, similarities, and ruptures in various constructions of the meaning of large
housing estates. We find that large housing estates in France and Germany are constituted in print
media as threatening places and as places of foreignness located “outside” the “proper society.” In
contrast, Polish large housing estates are framed discursively as threatened places located in the
