I assume the reasons may be the following,
1. beyond potential helper's capability
2. not convenient to answer. (esp, have to download stuff before answering questions etc)
3. not benefit/cost efficient
4. the question itself contains limited information
5. intentional helpers are too busy to offer quick guidance at the time, etc.
Generally speaking,
this is a non-for-profit section, the question solving rate may increase day in and day out.
I believe with the development of our platform, more and more capable scholars and practitioners will step in. The response rate and solving rate will increase continuously.
