Here is my academic guess,
Fairness preference: any one in any organization want to be treated fairly. Contributed more, rewarded more.
Perceived fairness: each member's feeling about his/her fairness received in reality.

Each organization declares treated its member fairly. However, not all member feels this way.
The better rewarded member always assumes he/she deserved to be well treated.
The inferior member would feel helpless and in low morale.
It is a world-wide problem.
Anyone can solve it will be a great leader and his/her entity will be a great place to work.
