So I assume you have a bachelor degree in China and a second degree (I assume you mean bachelor degree) from US majoring in Accounting. I think you can take the CPA exam. But before you take the exam, you have to know what makes an AICPA.

In order for you to be an AICPA, you need to be a licensed CPA in any one of the states. Example, you want to be a California CPA, then you will need to be a CPA (California). With your CPA (California) title, you can then join the AICPA as full member.

So first thing you need to do is to pick a state.

After you pick the state, you need to check out the requirements to be that state's candidate. Most states require 150 credit hours, with two bachelor degrees, you have more than that so I think you can take the exam in most states. However, different states use difference credit evaluation agency, so you need to ask the State Board of Accountancy which one to use. You will then send your transcripts of both of your degree to the evaluation agency.

After that you can then take the exam in US territories. The good thing is, you can take the exam in a state that you are not that state's candidate. For example, I intend to be an Ohio CPA and I am an Ohio candidate. I can take the exam in California.

The CPA exam is the only exam regardless what state you are. Meaning it's just the entrance requirement for the states are different.

Once you pass your exam and fulfill your state board of accountancy work experience (1-3 years mostly), you will then get your CPA license and then you can join the AICPA.
