智库 应该是有细分的，不同学科应该有不同的专家  而且我觉得在选择智库的人才时不仅要考虑有理论研究的人还需要有实践第一线的人员。这样在制定决策的时候才能更加的规范和实效

The demand for such service is huge.
However it is hard to enter such market.

To be successful, the owner needs to be independent which is impossible nowadays.
To be valuable, the servicer needs to provide high value information, which is also high risk.
To be sustainable,  the client pool needs to be wide enough, which is another bottleneck for its development.
