国际会议声明EI检索可以不可以不发表仅作presentation

如题，小弟准备投一个国际会议2015 International Conference on Advances in Environment Research (ICAER 2015)，网址是：  http://www.icaer.org/sub.htm
但是会议方说All accepted papers will be published in the conference proceeding, which will be distributed to delegates during the Conference.
Each paper is limited to 8 pages normally, and additional pages will be charged. Please follow the ICAER 2015 Conference template below.
Formatting Instructions (DOC)
ICAER 2015 papers will be published in the Volume of Journal ( IPCBEE, ISSN: 2010-4618), and all papers will be included in the Engineering & Technology Digital Library, and indexed by Ei Geobase(Elsevier), CABI, Ulrich's Periodicals Directory, CNKI(中国知网), WorldCat, Google Scholar, Cross ref and sent to be reviewed by EI Compendex and ISI Proceedings.

但是我不想论文被发表在会议的EI论文集上面，请问我可以不可以只投稿，不发表论文，论文投稿仅用作学术交流。

会议组织方在注册的页面上写的有presentation only  一项的注册费用，网址是：http://www.icaer.org/reg.htm
请问里面的  Presentation Only  是仅仅做现场陈述的注册费用吗，还是分会场主持人的注册费用，小弟没搞过这些，所以恳请强大的论文虫友们帮忙解答，感激不尽！！！

Registration of the Conference
The following registration categories are available:
Full conference delegate fee
The full conference fee is USD 550 per delegate. This includes:
Participation in all 2 day’s events as listed in the final conference programme
A copy of conference proceedings
All refreshments including  conference materials, lunch (30 July) and conference dinner (30 July)
Early bird discount
An early bird discount will apply if registration is made prior to 20 April 2015. Conference fee including discount is USD 500.
Student delegate fee
A discount off the full Conference Delegate fee will apply. For full-time students, the conference fee including discount is USD 500.
Delegate presenter fee
A discount off the full Conference Delegate fee will apply. For presenting delegates conference fee including discount is 400USD.
Conference proceedings
An extra copy of the conference proceedings will be 50USD.

我参加过四次美国的大型学术会议，根据上面的要求说“All accepted papers will be published..."来看，你是不能只报告不发表的。网页里的其他部分也没有提到可不可以只报告不发表。如果我是你的话，就会发邮件给icaer@cbees.net询问。或者可以直接打电话给这会议的中国负责人询问

第二个问题，关于注册费，上面写得是如果你有作报告的话，那么这两天会议的全部注册费用是400USD. 里面没有提到作为分会场主持人是否有优惠。按照网页上来看，如果是ICAER Reviewer或者APCBEES Member，会有小额优惠。据我参加的会议经验而言，作为单”分会场主持人“的身分是没有优惠，一般这些分会场主持人同时也是某论文的author或者presenter，很少有没有投稿单去做分会场主持人的。

希望有帮助。要投得赶紧了，5月10号就截止了,不知是美国时间还是中国时间。

参加过几次国际会议，15年1月参加了一个美国学术会议，程序是提交proposal，会议审核通过确认做presentation，然后会议会再次通知提交全文给会议proceeding（可以选择不提交）。这样，是否提交全文你是可以选择的。但可能不同会议有不同程序，同意楼上，电话或email询问。

感谢您的回答，会议组织方也回复我了可以只做presentation，注册费是400usd，如果要发表的话，注册费是500usd。当然我也觉得前提是必须accepted。。。
