And Pennsylvania's famous groundhog, Punxsutawney Phil, has emerged from its burrow in front of a crowd of thousands and did not see his shadow. Legend has it that means an early spring.
问题：前面用的“has emerged from...”，后面用的是“and did not see” 为什么两者不一致？
