Usually we started from Theory (best test design, rating scale model, classical test theory, IRT) into Practice (item and test analysis, binary and non-binary item analysis, benchmark and standard settings for CTT and IRT, etc) and then Application (like cognitive measurement, diagnostic measurement, etc) with software application and result or output interpretation.
