Purpose
1. This document sets out the way that Lewes District Council will manage projects so that they are planned, controlled and delivered successfully.
Background
2. The Council is increasingly undertaking more and more projects of various size and complexity. Often the projects involve not just a single department, but several, or even other authorities, external suppliers and contractors. Experience elsewhere has shown that projects are inherently at risk through overrunning on time and cost and or/falling to deliver caused by:
• Poor project definition
• Lack of ownership and personal accountability
• Inadequately skilled and experienced project personnel
• Inadequate reporting arrangements and decision making
• Poor understanding of required project activities, roles and responsibilities.
3. So, with the aim of improving the capabilities of the Council in running projects successfully, a common set of principles and procedures is to be applied to Council projects. These will be based on recognised best practice in project management and will be used for all projects, no matter how small or straightforward.
