You don't have to take  them at same time, but you can chose if you like. New MFE includes part of Exam C, so it needs about 250 hours study for MFE, as for MLC, usually you needs about 300 hours study. You do the math, if you can handle it, just chose them at same time. Good luck!

4th edition or 5th edition of ASM manual plus a Supplement, you will be fine. You can find the supplement online.
