A good news. I installed SAS 9.1 (1.8GB, downloaded from here)  to my loptop, the system is vista 64, so far, it seems working pretty good. I am so glad for it! The key points I believe are to change the SID file from 64=0 to 64=1 (open the SID file and you will find it there) and change the system time after 2001. When it was installed, I repeated the whole process a few time, and at last, it worked. Hope it will help someone who has the same problem. Thanks.
