After two generations of emphasis on governmental inefficiency andtheneed for deregulation, we now see growing interest in thepossibilityof constructive governance, alongside public calls for new,smarterregulation. Yet there is a real danger that regulatory reformswill berooted in outdated ideas. As the financial crisis has shown,neithertraditional market failure models nor public choice theory,bythemselves, sufficiently inform or explain our currentregulatorychallenges. Regulatory studies, long neglected in anatmosphere focusedon deregulatory work, is in critical need of newmodels and theoriesthat can guideeffective policy-making. This interdisciplinary volumepoints the waytoward the modernization of regulatory theory.
