1995年新泽西州立法机关迅速通过了9条与性犯罪相关的法律，要求性罪犯在离开监狱后必须主动向指定机关登记，并授权执法机关在有保护公众安全的必要时，可以公开性罪犯的相关资料。这9条法律就是著名的《梅根法案》，随后在全美迅速推行，1996年8月，麻省成为了美国最后一个设立自己梅根法案的州。至今全美各州及联邦政府都已经拥有自己的性犯罪登记和公告制度。

由于美国的法律制度，性罪犯可以通过在州与州之间的移动来躲避不利于自己的法律规范，联邦政府在2006年制订了《亚当·威尔斯儿童保护与安全法（Adam Walsh Child Protection and Safety Act of 2006）》，用以限制性罪犯躲避公告责任的问题。其中的《性犯罪登记与公告法（Sex Offender Registration and Notification Act，简称SORNA）》是重要的一部分，它依照犯罪种类将性犯罪分为三个等级，再根据等级来决定性罪犯的登记时长和性罪犯咨询更新频率。

美国的法院信息都是公开的，我们从此知道一位目前在上海财经大学法学院教授的美国人居然在美国有性侵被控历史，从法院文件可以看见该名教授（叫兽）和学生3p，各种龌龊事。。。。。

在美国大学离职后，他居然改名不改姓就来到中国财经大学担任教授。

Shanghai

In 2014, Case Western Reserve University Law School Dean Lawrence Mitchell resigned amidst a lawsuit alleging rampant sexual impropriety and
retaliation against a professor who tried to blow the whistle.  

The salacious details of that suit — including Mitchell's repeated attempts
to enlist students and underlings in threesomes — and the complicity of
CWRU administrators, including President Barbara Snyder, were chronicled in this 2014 Scene feature story. The suit was settled two months after
publication.  

In 2016, Mitchell announced on his now-defunct personal blog that he'd
officially changed his name to Ezra Wasserman Mitchell.

He is now a professor of Law at the Shanghai University of Finance and
Economics (SHUFE) in China, and students have lately learned of his past (un
)professional conduct.

In a brochure created by SHUFE students and distributed to their classmates,
Mitchell's name change and his controversial tenure at Case Western is
presented in detail. The full text of Scene's 2014 report is included as

One student suggested in an email that China should not be excluded from the#MeToo movement and cited two recent cases in Chinese higher education where professors had been removed due to accusations of sexual harassment. Some SHUFE students are now trying to raise awareness about Mitchell.

"We believe that there should be no room for Lawrence Mitchell to secure any
faculty position," the student wrote in an email, "as he is extremely dangerous to female students."

A message seeking comment was sent to Mitchell's university email address.
