但女性休假长度和生育率高低相关性很弱，其中原因在于延长女性休假时间与保障其就业权益存在一定矛盾。产假过场可能会让女性在职场中面临更大的性别歧视和排斥，提高她们的就业门槛、降低职业升迁机会。如德国的女性生育总假期长度为42.6周，但2016年生育率仅为1.50；而英国的总假期长度为12周，但总和生育率为1.81.因此，保障女性休假必须与规范劳动力市场、加强女性劳动权益把保障、完善父亲陪产制度的举措同步推进。法国有11天男性陪产假，瑞典、法国和德国父母双方可共享育儿假。完善父亲生育休假制度即鼓励夫妻共同承当家庭事务和育婴责任，也一定程度上缩小男女性在生育问题上受到的影响程度。
第二，        发放经济补贴，2013年OECD国家家庭福利开支与GDP的比例平均约2.4%，其中经济补贴占比平均约为1.5%，家庭福利开支比例与生育水平存在一定相关性。根据OECD的解释，家庭福利开支包括现金补助、托幼服务、税收返还。2013年除土耳其外OECD32国家庭福利开支占GDP比例均在1%-4%范围，OECD33国家庭福利开支占比平均为2.4%，其中英国为4.0%，比重最高；土耳其为0.4%，比重最低。现金补助和税收返还还都属于经济补贴范畴，OECD33国的经济补贴占GDP比重在0.2%-2.7%范围，平均占比为1.5%。家庭福利开支占比越高的国家，生育水平越高。如冰岛家庭福利开支占比为3.63%，2014年总和生育率为1.93；而韩国家庭福利开支占比为1.32%，总和生育率为1.21。中国在2018年新个税改革是将3岁及以上子女的教育费用纳入税前抵扣范围，金额为固定1000元/孩/月。
加强女性就业权利保护，男女就业差距越小，生育率越高。OECD国家重视女性就业权利保护，如瑞典ZF主导的公共服务事业为女性提供了大量的就业岗位，德国、韩国、日本、新加坡都为产后女性的再就业提供培训，澳大利亚通过立法保障女性的产后工作权利。根据世界银行，1990-2017年OECD成员女性劳动参与率（15岁及以上）从47.8%上升至51.3%，男女劳动参与率差距从26.1个百分点降至17.2个百分点。根据OECD数据，2014年OECD的男女就业差距为11.8个百分点。一般而言，男女就业差距越小的国家，意味着女性的就业权利得到了更好的保障，女性生育的机会成本较低，生育率越高。如2014年瑞典男女就业差距仅为3.4个百分点，总和生育率为1.88；而意大利男女就业差距为18.2个百分点，综合生育率为1.37。2006-2016年OECD国家的男女收入中位数差距从15.6%下降至13.5%。中国对于女性就业权利的保障主要体现在不允许单位在女职工孕期、产期、哺乳期解除劳动合同，其他支持措施较少。1990-2017年中国女性劳动参与率从73.2%降至61.5%，劳动产于率差距从11.6个百分点扩大到14.6个百分点、呈扩大趋势。
思考：结合各国生育鼓励政策及其效果可以发现，产假育儿假可以通过适当的分担女性在生育期间的责任，并在一定程度上缩小男女的就业差距。而真正能够影响人们生育意愿的重点还是让人们能够切身的感受到，生育不是一种高成本的感情满足行为，只要国家通过相关法律法规、政策、补助、优惠，直接或者较为明显的降低生育的总体成本，这样才能稳定总和生育率。
