I believe that you are looking at this problem from a wrong pespective, in macroeconomics the only measurment that now is using to measure the problem caused by the depletion of resources and pollution is the GREEN GDP, for other problems you mentioned, it shouldn't be a major problems, because the market mechanisms will adjust these problems, such as urban and rural area development, when urban area has been developed to a certaint point where the cost of land and labour are too high, producer will seek to reduce their cost by shfting their production to the rural area for the cheap lands and labor. This trend has been proofed well by china in the past 15 years.
