Product DescriptionThis report is a follow-on to Future Career Management Systems for U.S. Military Officers, 1994. The earlier study determined a range oflikely future officer requirements and a number of alternative careermanagement systems. It did not attempt to define a "best" system becauseit lacked the objectives component--what the system was to accomplish. The current report does design a "best" officer career system, defined as one that most fully satisfies 11 ranked objectives determined by a process that included interviews with a group of senior military and civilian officials.The authors describe the process used to determine the objectives of thecareer management system and the weights accorded those objectives bypolicymakers. They then illustrate how the methodology is used and present the career management system that results for line officers. A sensitivity analysis and six appendices are included.

From the PublisherThis report represents a follow-on effort to an earlier NationalDefense Research Institute study, Future Career ManagementSystems for U.S. Military Officers, MR-470-OSD, 1994, that serves as asource for alternative career management practices. The current re-portapplies an objectives-based methodology using preferences ofDepartment of Defense policymakers in the development of a careermanagement system for officers. The work was completed andprovided to the sponsor in 1997.This study was sponsored by the Under Secretary of Defense forPersonnel and Readiness, and it was carried out in the Forces andResources Policy Center of the National Defense Research Institute, afederally funded research and development center sponsored by theOffice of the Secretary of Defense, the Joint Staff, the unifiedcommands, and the defense agencies. The study should interestthose involved with military personnel management.
