Exactly what are the circuit breaker levels for individual stocks? Same as for indices?

If the stock or future contract or currency you had bought (with borrowed money from broker ) decreased in value past a certain level (the circuit breaker level), which set by the broker . You would be forced either to deposit more money into the account or to sell off ( buy back to cover shorts) .

That's margin call. I don't think it's the same as circuit breaker. With indices, NYSE has specific rules about when to halt market altogether when DJIA falls by 10% and 20%. But in P&G's case they allowed it to continue trading and price fell by 30%+, so I'm wondering what the rules are for individual stocks.

纽约证交所(NYSE)在股指暴跌不久表示，美股暴跌与技术故障无关，暴跌期间未发现交易系统存在技术问题。但是因为数年前NYSE曾发生一次电脑技术故障，导致道指很短时间内损失约500点。市场对纽交所的表态心存疑虑，目前各方仍在紧急查找原因。周四晚间，来自美国主要交易所和美国证券交易委员会(SEC)的代表召开了一个紧急会议，检查多只股票是否存在错误交易的可能。

据最新消息显示，纳斯达克OMX集团（Nasdaq OMX Group Inc.，NDAQ）在本月6日晚间发布的一则公告中表示，将取消股价在美国东部时间下午2点40分之前最高报价上涨或下跌超过60%的所有交易。纽约证交所也表示，其电子交易平台NYSE  Arca也将取消在美东时间6日下午2:40至3:00之间波幅超过60%的交易。

纳斯达克OMX集团表示，目前正在与其他交易所就共同致力于取消这种交易进行商讨。据该公告显示，如果该提议真的得以实行，那些在美国东部时间下午2:40至3:00期间发生的交易都将因此受到影响，并且纳斯达克称此决定不接受申诉。据悉，BATS、纽约泛欧交易所集团(NYSE Euronext, NYX)和Direct Edge都采取了与之相类似的举措。

与此同时，纽约-泛欧交易所集团（NYSE Euronext）首席运营官拉里·雷博维茨（Larry Leibowitz）表示，交易系统接受的计算机自动交易使周四原本有序的股市交易成为了一场“溃败”。

道琼斯工业平均指数的998.5点暴跌中，有一半可能反映了正常交易的结果；但雷博维茨表示，因为止跌抛盘如同滚雪球般增大，没有投资者愿意接盘导致了指数暴跌。

“如果你看看图表的话，就清楚这些交易是从什么地方来的，”雷博维茨在纽约接受采访说，“V字型的图表表明，股价在急剧下跌后马上拉升，有一些高价股交易量瞬间下降了50%或者更多。很明显存在大量计算机自动交易，但是自动交易系统不存在流动性。”抛售暂时造成道琼斯指数暴跌9.2%，1万亿美元市值蒸发，这是1987年以来的最大跌幅，不过随后就有所回升。

在全美各大交易所中，有294亿股股票换手，包括传统的纽约-泛欧交易所、位于堪萨斯的BATS全球市场(BATS Global Markets)和新泽西的Direct Edge交易所，及其他电子交易平台。而纽交所周四的交易总量则仅为25.8亿股，这创下了三年以来最大的交易量差距。

In response to the market breaks in October 1987 and October 1989 the New York Stock Exchange instituted circuit breakers to reduce volatility and promote investor confidence. By implementing a pause in trading, investors are given time to assimilate incoming information and the ability to make informed choices during periods of high market volatility.

Rule 80B
Effective April 15, 1998 the SEC approved amendments to Rule 80B (Trading Halts Due to Extraordinary Market Volatility) which revised the halt provisions and the circuit-breaker levels. The trigger levels for a market-wide trading halt were set at 10%, 20% and 30% of the DJIA, calculated at the beginning of each calendar quarter, using the average closing value of the DJIA for the prior month, thereby establishing specific point values for the quarter. Each trigger value is rounded to the nearest 50 points.
The halt for a 10% decline would be one hour if it occurred before 2 p.m., and for 30 minutes if it occurred between 2 and 2:30, but would not halt trading at all after 2:30. The halt for a 20% decline would be two hours if it occurred before 1 p.m., and between 1 p.m. and 2 p.m. for one hour, and close the market for the rest of the day after 2 p.m. If the market declined by 30%, at any time, trading would be halted for the remainder of the day.
Under the previous Rule 80B trigger points (in effect since October 19, 1988) for a market-wide trading halt, a decline of 350 points in the DJIA would halt trading for 30 minutes and a drop of 550 points one hour. These trigger points were hit only once on October 27, 1997, when the DJIA was down 350 at 2:35 p.m. and 550 at 3:30, shutting the market for the remainder of the day.

The New York Stock Exchange said each stock has its own circuit breaker level. When these stocks fall below their levels, then they can be traded on any other exchange or platform at any price.
