Existing and future state land use legislation is likely to result in controls over certain energy facilities. Such controls can be in conflict with the national interest due in large part to the interstate nature of U.S. energy systems. Economic factors relating to this conflict include accounting stance, trade-offs, and the reciprocal nature of externality problems.
