If non-parents support education as an investment in social benefits,expenditures will decline as out-migration increases. This hypothesis was tested using Wisconsin school district data, gross migration rates, and single and simultaneous equation models. The results support the investment hypothesis and the need for explicit spillover compensation formulas.
