                  另外， 很多人士还在片面理解成本与收益，认为二者只跟货币相关。

我认为楼上是典型的经济帝国论拥护者，什么都可以放到经济学的分析框架中来。选都问题除了效率问题还会涉及政治安全、社会习俗、人伦道德等诸多内容，不是仅仅效率问题就可以解释的。

不知道你的所谓“北京垄断首都”是怎么想出来的，也许可以让首都成为一个竞争市场或者寡头市场吧，但是那样的话会使安保工作的效率底下，也许你的所谓的“北京垄断首都”是自然垄断的结果吧。
