you can explore the role of inter-temporal factors. The atemporal approach is limited in thinking about policy interventions. The panel data contains rich information and allow you control for specific indicators.

Do you mean that ,suppose I'm interested in policy intervention and other factors which can significantly effect the amount of private cars, I'd better use panel data?

Not really. Since the policy intervention is a typical inter-temporal factor, I just think it would be explanatory for your question.

那如果我没有学过时间序列，能用好面板吗？ 老师说这学期只有横截面和面板，下学期才讲时间序列。
