the questions are nonsense. u can invest no matter the short-term interest rate rises or drops, thing is gotta judge the direction of market moves.
basically, if rate increases, price will drop, so if u want to invest, take a short position, and when rate decreases, price will rise, u should take a long position.
so i guess we have to assume by "invest", the question means or restricts to own an asset, then u probably shouldn't invest right away but wait for the price to drop. but i see no point to invest on a long-term note or bond either since the only given information is the short-term rate changes, u don't just go buy a T-note simply because of price fall of T-bills caused by short-term rates, do u?

i believe u got the answers reversed. should be long-term for Q1, and short-term for Q2.
key is:
rate rises, then price will drop; rate drops then price will rise.
it's apparent though the questions impose a number of assumptions. anyways i believe those are the expected answers.
