this problem is usually encountered by users of HLM. The id of observations must be the same in all levels of the estimation. In my opinion , your problem lies in the distribution of level 3 units in Level 2 units of the estimation. I recommend you to visually verify this distribution before exporting the data to HLM and the problem will be solved systematically.

我研究的是每个老人有几个孩子，每个孩子参加几期调查，第三层ID是老人编码，第二层ID是孩子编码，我想问一下孩子的编码可不可以是相同的，就是某个老人的第几个孩子，一般老人有3、4个，所以孩子编码是1-4，这样重复对所出问题有影响吗？
