Just go to a news website of China and read what happend eveyday you will get the answer. Chinese educational issue suffer from the system issue. Most graduates cannot find a decent  job not to mention becoming civil servents. It is happening everyday here and rich people leave everyday. Scholars r weak in China they r not dare to change the situation and most importantly they have no capabilities to change the evironment they r in.
