问题如下，

《经济学家》在5/19说的原话贴过来，“Consumer prices in America were unchanged in February, but were 4% higher than a year earlier. Prices excluding food and energy rose by 2.3% in the year to February. Housing starts fell by 0.6% in February and were down 28.4% from a year earlier. Building permits for new private houses fell by 7.8%, to reach their lowest level in over 16 years. Industrial production fell by 0.5% in February.”再把图也贴过来，并且“弱弱地”请教一个问题，既然4%是与去年同期相比的变化，那么在“year ago”下面的“+2.4”是什么意思。还有ECONOMIST写中国的失业率是2007年9.5%是怎么计算的。谢谢。
