Canadian decision makers should not fear global outsourcing of service
functions, nor try to discourage it. The country benefits from two-way
global trade in service components, which is little different in effect
from trade across the street, or trade in manufactured components.
Policymakers should respond to the phenomenon by enhancing both
Canadian competitiveness and workers' ability to adjust.
