(内容提要)  在经历20年的市场经济改革以后，中国的就业结构发生了类似于市场经济国家就业结构的新变化。除了原有的二元就业结构和隐蔽失业性就业特征以外，中国出现了过度就业、正常就业、就业不足、失业和就业外非劳动力扩大的特征。就业政策需要适应经济改革的新变化，采用新的就业定义和就业观念，着眼于培养市场中的劳动力需求主体――具有创业精神的企业家。

(Abstract) China’s employment structure has been changed into a new one more similar to those of market economies except for its characteristics of dual economy and disguised unemployment. The employment policy in China need change its underlying approaches of employment definition and scope, and focus on generation of the entrepreneurs to promote the demand of labor force.
